UK to launch whistleblower reward scheme for tax fraud cases

Chancellor Rachel Reeves plans to introduce Britain's first financial incentive program for tax fraud informants, offering whistleblowers as much as 30 percent of recovered funds in high-value evasion cases. Treasury officials characterized the proposal, set for inclusion in the upcoming Autumn Budget, as modeled after American enforcement systems that have generated billions in collections through tipster rewards.

Her Majesty's Revenue and Customs already distributed nearly 1 million pounds to informants during 2023-24, representing a 92 percent jump from the prior year, while conducting 648 investigative raids. Britain forfeited 47 billion pounds in uncollected levies across the 2023-24 fiscal period, with evasion alone accounting for 5.5 billion pounds the previous year, according to government estimates.

Former Serious Fraud Office director Nick Ephgrave previously advocated for adopting Washington's approach, noting that 86 percent of Justice Department civil recoveries totaling 2.2 billion dollars stemmed from whistleblower intelligence. Treasury sources indicated the scheme will focus on serious corporate fraud while incorporating safeguards against misuse.
