UNEB scouts busted with leaked PLE papers

Authorities in Kisoro District detained two educators on Friday for allegedly possessing leaked Primary Leaving Examination materials on their cellular devices. Michael Begumisa, age 38, teaches at Kashenyi Integrated School in Ntungamo District, while Jonas Twesigye, age 30, works near Mikingo Village in Kisoro Municipality. Both men were serving as examination supervisors when investigators discovered test questions and solutions stored in their phones.

Regional police representative Elly Maate reported that officers took Begumisa into custody around 9:40 a.m. at St. Allens Primary School after education inspector Asizua Gordon Okua observed him viewing science examination content through WhatsApp roughly two hours ahead of the scheduled test period. Officers later arrested Twesigye at Reads Primary School near midday when examination official Tumukwasibwe Mildred grew suspicious after being blocked from entering the facility despite presenting credentials. She subsequently found English examination papers saved in his device, with evidence suggesting he had earlier obtained mathematics and social studies materials as well.

Both suspects remain held at Kisoro Central Police Station while forensic specialists examine their mobile phones. Investigators continue working to identify the origin of compromised test documents and determine whether additional individuals participated in the security breach.
