Who really Owns Kampala Land Scandal Exposed

General Salim Saleh wants Uganda to study who controls land across Kampala city. The Operation Wealth Creation coordinator spoke from Gulu during the Musevenomics Conference about urgent research needs. Saleh works with Professor John Kigula to raise money for detailed land ownership investigations. People wrongly believe he controls half the capital when he actually holds just two acres maximum. The general says proper documentation will answer serious questions about property control.

Government records show less than 20 percent of national land carries formal registration papers. Most Kampala residents lack legal rights to their plots and face possible eviction threats. Informal settlement dwellers cannot participate fully in economic activities without secure tenure documents. Poor land documentation creates confusion about rightful property holders throughout the urban area.

Security agencies recently questioned Saleh about his Kapeka industrial estate property acquisition methods. He had already prepared complete ownership records and usage history for the investigation. Government bodies hold millions of conservation acres without maximizing their productive potential for communities. Land reform must become central to national economic planning alongside other major policy initiatives. Clear property rights will determine whether Uganda achieves significant growth targets.
