Zim councils on notice over service failures

Local councils repeatedly missing performance benchmarks face potential sanctions from Zimbabwe's central administration under intensified oversight measures. Daniel Garwe, heading the Local Government and Public Works portfolio, warned that municipalities failing to align with presidential directives on service standards could see budget requests rejected.

The administration refuses to greenlight spending plans from authorities, misallocating funds toward travel expenses and workshops rather than infrastructure improvements. Seventy master plans from ninety municipalities await final legal clearance as Harare pushes to eliminate disorganized settlement patterns.

Government teams work alongside struggling municipalities while encouraging privatization where capacity gaps exist, aiming to modernize urban and rural services aligned with economic transformation targets by 2030.
