Zimbabwe's Guvamatanga called a billionaire thief

A Zimbabwean lawmaker has accused Finance Ministry Permanent Secretary George Guvamatanga of demanding kickbacks on treasury payments. Energy Mutodi, the parliamentary budget committee chairman, claimed on Thursday that Guvamatanga requires 5 to 10 percent commissions from contractors and government departments. Mutodi alleged that entities refusing to pay face delayed funding despite approved budgets.

The legislator stated Guvamatanga has amassed substantial wealth through the scheme and owns thousands of dairy cattle and multiple properties on a civil service salary below $1,000 monthly. Mutodi said he received threats after his committee considered auditing the official and requesting an anti-corruption investigation. Parliament has struggled to receive budgeted funds for six months, according to the claims.

Mutodi was dismissed as deputy information minister in May 2020 and has faced previous fraud allegations. Neither Guvamatanga nor the Finance Ministry has responded to the accusations.
