Zimbabwe's parole system aims to ease prison overcrowding

Zimbabwe's prison system will implement parole and establish a reintegration foundation to address overcrowding affecting more than 25,000 inmates, Commissioner-General Moses Chihobvu announced at a dinner gathering in Harare on Friday. The Cabinet approved both reforms, which provide structured early release for eligible prisoners while maintaining public safety and helping reduce facility congestion.

The Pathways to Reintegration Foundation will focus on vocational training, entrepreneurship programs, employment placement and mental health services, with particular attention to women, juveniles and people with disabilities. Chihobvu emphasized that successful prisoner reintegration requires community preparation and partnerships with government agencies, private organizations and faith groups. Zimbabwe's approach drew from experiences in Namibia, Zambia and South Africa.

An inaugural parole conference will convene next month to gather African correctional leaders and experts for sharing best practices. The Ministry of Youth, Empowerment, Development and Vocational Training has already committed to supporting the foundation's work.
