Zimra now using spy drones to watch you at Beitbridge border

Zimbabwe Revenue Authority achieved remarkable financial performance during the initial half of 2025, surpassing collection expectations through strategic operational improvements. Commissioner General Regina Chinamasa reported that enhanced taxpayer compliance and systematic implementation of the Block Management System drove these positive results. The authority collected 3.21 billion dollars in net revenue by mid-year, exceeding the targeted 3.13 billion benchmark. These figures position the tax collector favorably toward reaching its annual goal of 7.2 billion dollars in total collections. Strategic initiatives continue propelling the organization toward sustained revenue growth.

The Block Management System introduced last year has generated encouraging compliance patterns within Zimbabwe's informal economic sector. Regional kiosk facilities provide essential services to small and medium enterprises lacking digital platform access, expanding the overall tax collection network. Chinamasa emphasized the authority's commitment to achieving an 18 percent tax-to-GDP ratio during 2025, despite challenges from recently rebased GDP statistics. Legacy debts totaling 800 million dollars continue restricting operational flexibility and limiting strategic advancement opportunities. Development partners have expressed confidence that tax collections will rise alongside GDP expansion.

Border operations have benefited significantly from drone deployment at Beitbridge, Plumtree, and Forbes crossing points, enhancing surveillance capabilities and generating substantial interceptions. The Zimbabwe Electronic Single Window project requires full integration of all border agencies to improve efficiency and reduce processing delays. Parliamentary Portfolio Committee Chairman Energy Mutodi acknowledged the authority's vital role in national development and pledged continued support. The committee plans comprehensive tours of major border facilities beginning with Beitbridge to assess infrastructure requirements. Funding constraints for digitalization efforts and legislative misalignment on wealth taxation remain ongoing operational challenges.
