Zinara splashes billions, roads get royal treatment

Zinara has already handed out more money for roads than it planned to spend all year. The agency distributed over six point two seven eight billion dollars year to date, beating its revised annual target by roughly one hundred ninety-seven million. A big chunk of that funding, close to four billion, went directly into major national projects with a high rate of spending.

The breakdown shows varying levels of fund usage across different groups. Urban councils used about half of their allocation, while rural district councils spent nearly two-thirds. The national Department of Roads for major highways utilized just over half of its assigned funds. Several local authorities, like Gwanda Municipality and Mutoko Rural District Council, achieved one hundred percent budget absorption, which Zinara praised as disciplined management. However, some groups lagged due to problems like slow procurement and equipment failures.

Other programs saw full spending, including the entire fuel budget for maintenance units and allocations for vehicle inspection upgrades. Support for the Traffic Safety Council is funding nationwide safety campaigns. Zinara stated it will work more closely with underperforming authorities next year through training and procurement help, while implementing stricter tracking to improve results.
