Zvimba council plans US$24M budget, tackling debt and growth

Zvimba Rural District Council just dropped their $24 million spending plan for next year, and the finance committee chair told people in Murombedzi they want better water access, fixed roads, and upgraded health and school buildings. The whole thing lines up with national development goals, but the council keeps getting wrecked by residents who can't afford to pay what they owe because the economy is brutal right now.

Land fees pulled in the most cash during the current cycle, with development levies bringing 26% of revenue and administration charges adding another 22%. But the council admits they got shorted on expected transfers from the national government and road grants, which stalled projects and might keep causing headaches as they move into the new budget year.
