Amupanda demands full-time mayors to fix Windhoek’s governance gaps

Affirmative Repositioning boss Job Amupanda backed former housing minister Jerry Ekandjo's pitch for full-time executive mayors with actual power to lock in decisions instead of ceremonial positions. Amupanda thinks one-year terms are worthless since financial calendars start in July, and by the time someone gets elected in December, they're basically running last year's budget until the next election cycle kicks in.

The AR leader said he wouldn't take a mayor gig under current rules, where you show up after your day job ends, and he wants metropolitan expansion to fold Okahandja and Rehoboth into Windhoek's boundaries. Amupanda pointed out that most council drama comes from internal party beef rather than actual disagreements between councillors, and parties with majorities end up sabotaging themselves the hardest.
