Cash rules ZANU PF’s new power game, guns just for show

The political dynamic within Zimbabwe's ruling party has shifted toward financial control as the main source of influence, sidelining traditional claims of authority based on military power. Insiders describe a scenario where President Emmerson Mnangagwa has effectively outflanked his rival, Vice President Constantine Chiwenga, by securing command over substantial economic resources and patronage networks. This approach has allowed Mnangagwa’s faction to consolidate power without dramatic confrontations, methodically tightening its grip through institutional and financial means.

Mnangagwa’s strategy during internal party tensions involved deploying loyalists like spokesperson Chris Mutsvangwa and various senior ministers to manage public political skirmishes, while he worked behind the scenes to control key financial levers. His camp is viewed as well-funded, backed by businessmen and individuals whose interests align with the current administration’s continuity. In contrast, Chiwenga’s faction is perceived as relying more on historical military ties and liberation-era credibility, a posture now considered outdated in a political landscape where economic leverage determines outcomes.

The restructuring of state institutions since 2017 has deliberately reduced the potential for military intervention in politics, enhancing the primacy of economic over coercive power. This environment has enabled Mnangagwa to face little credible opposition, both within Zanu PF and externally, as patronage and financial inducements have fragmented rivals. The absence of serious regional or international pressure has further solidified his position, making any attempt to seize power through force alone strategically ineffective. The prevailing system now operates on domination through financial channels rather than overt shows of force, indicating a transformation in how political control is exercised and maintained.
