CCC faction recalled Bulawayo Mayor David Coltart

Bulawayo Mayor David Coltart faces a recall by a CCC faction. The group says he no longer holds party membership. It told Local Government Minister Daniel Garwe to use Section 129(1)(k) to act against the Ward 4 councilor.

Trash services were the main source of the rift. Coltart did not back a deal with Geo Pomona Waste Management, but some councilors wanted the firm involved. Dilesh Nguwaya leads the business. It plans to work across Zimbabwe, even in areas where no deals have been signed.

Nguwaya has reported links with relatives of President Emmerson Mnangagwa. Both the Zimbabwe Investment and Development Agency and the Procurement Regulatory Authority of Zimbabwe pushed Bulawayo to hold talks with the firm.

Then came more drama within the CCC. Coltart had reportedly skipped an event led by Paul Tungwarara, an aide to Mnangagwa. Sengezo Tshabangu had denied any bid to oust the mayor. He even said the Urban Councils Act gave his party no sole right to remove him.

Harare has a costly deal with Geo Pomona. Local ratepayers reportedly spend close to US$3 million each month on trash pickup and street cleaning. That has raised a fair question for Bulawayo residents. Will their city sign a deal of the same kind?

Coltart was not alone in this batch of party recalls. Separate notices went to Speaker Jacob Mudenda and Senate President Mabel Chinomona. The faction also named Bulawayo Senator Ivumile Kucaca Phulu and Surrender Kapoikilu, the MP for Bulawayo Central.

Mbizo MP Corban Madzivanyika and Epworth North MP Togarepi Zivai Mhetu were on that list as well. Past recalls made under the CCC name have cut its seats in Parliament and local councils. The latest action adds four more lawmakers to the dispute.
