Digital Number Plate Scam Grips Uganda

Kagingo Muhammad Brutus asked the High Court to stop digital number plates and traffic penalties across Uganda. He claims Global Security runs a fake business that broke several laws. The company lost its legal status after failing to file papers for five years. Officials never approved the firm before it started taking money from drivers. Court records show the business has no right to operate under current rules.

Kagingo says the company dodges taxes and hides money from the government. Traffic penalty receipts never appear on official tax systems that track business income. Attorney General Kiryowa Kiwanuka creates problems because he works for both the government and the law firm defending Global Security. This setup hurts public trust when the same person fights for opposite sides. Legal experts question how one lawyer can serve both masters fairly.

The Russian company signed a 10-year deal that gives them most profits early on. Security Minister Jim Muhwezi announced the tracking system in June 2021 as part of crime fighting efforts. Citizens protested harsh penalties and privacy concerns about their personal data. The Works and Transport Ministry stopped the penalty system after public anger spread across social media. Deputy registrar Simon Zirintusa Kintu will rule on July 10 about stopping the entire program.
