DRC, Rwanda sign key framework for peace, trade

The Democratic Republic of Congo and Rwanda have initialed a regional economic integration agreement in Washington that ties commercial cooperation to progress on security commitments made under a peace deal signed in June. The framework covers cross-border commerce, infrastructure development, and investment, but its implementation depends on both countries fulfilling military disengagement and neutralization obligations outlined in earlier accords.

On Friday, officials from the two nations joined American mediators and representatives from Qatar, Togo, and the African Union for the fourth oversight meeting on the peace agreement. Discussions centered on plans to neutralize rebel groups, advance force withdrawals, and launch joint security operations in designated zones. Both governments are committed to avoiding hostile statements that could derail negotiations.

Qatar briefed participants on separate mediation efforts between Kinshasa and the M23 armed group, including recent prisoner releases and the activation of a ceasefire monitoring body. Observers caution that, absent strong oversight, the economic framework risks enabling resource exploitation in mineral-rich eastern Congo while delivering limited local benefit.
