DRC, M23 sign Qatar peace deal

A framework agreement between the Democratic Republic of Congo government and M23 rebels was finalized in Doha through mediation led by Qatar and the United States. The accord establishes a roadmap toward resolving the prolonged armed struggle in the country's eastern region, building upon a preliminary truce reached months earlier. Qatari Minister of State for Foreign Affairs Mohammed bin Abdulaziz Al-Khulaifi confirmed that substantial topics had been addressed to advance peaceful dialogue and restore stability.

Eight implementation protocols form part of the framework, with two already signed covering ceasefire monitoring and prisoner exchanges. The remaining protocols will address humanitarian access, refugee returns, state authority restoration, economic reforms, and armed group reintegration. An independent oversight committee will track implementation and recommend compensation measures aligned with constitutional provisions.

Senior Advisor Massad Boulos cautioned that achieving lasting peace remains a gradual process requiring sustained negotiation. Fighting persisted even as the accord was signed, with M23 reporting military confrontations and territorial gains, highlighting the fragile nature of the agreement and implementation challenges ahead.
