DRC and M23 sign Qatar peace framework

The Democratic Republic of Congo and the Rwanda-supported M23 militia have agreed to a new peace framework during a ceremony in Qatar, though questions remain about implementation following previous violations of a July ceasefire. Benjamin Mbonimpa from the M23 delegation stated the agreement lacks binding provisions and will not alter conditions in conflict zones, describing it as outlining eight topics addressing root causes that require negotiation before reaching comprehensive peace.

US envoy to Africa Massad Boulos emphasized that executing the framework represents the critical challenge, noting that multiple mechanisms have been established to oversee different implementation elements. The protocols address ceasefire monitoring, humanitarian access, displaced population returns, and judicial protection.

The M23 has controlled substantial territory in eastern DRC since resuming operations, leading to thousands of deaths during offensives that captured Goma and Bukavu. Kinshasa demands Rwandan troop withdrawal while Kigali insists on first neutralizing the Democratic Forces for the Liberation of Rwanda, an armed group formed by former genocide leaders.
