The SADC Extraordinary Summit in Harare made key decisions on bringing peace to the DRC. Leaders agreed to hold a joint summit with the EAC and called to revive the Luanda Process.
The Luanda Process led to a peace deal in 2002 between the DRC and Uganda. At the time, Angola's president mediated it. The deal aimed to stop fighting and improve ties.

In 2022, conflict arose again between Rwanda, Uganda and DRC. SADC sent a mission to the DRC to help. This was based on their Defence Pact.
An updated Luanda Process started in 2022 to calm Rwanda-DRC tensions. Meetings led to a ceasefire in July 2024, but fighting increased again with the M23 rebel group.
The EAC and SADC still believe in the Luanda Process for lasting peace. Rwanda and DRC respect Angola's current president. He is the AU Champion of Peace and Reconciliation.
