FWSC CEO Smith Graham to Shake Up Ghana Pay Rules

The President named Dr. George Smith-Graham Acting CEO of the Fair Wages and Salaries Commission. He returns as the government works to change FWSC into an Independent Emoluments Commission. His expertise can guide this shift toward international standards that benefit public workers. Smith-Graham first led the Commission from 2009 to 2017. He helped implement the government's pay policy during that time.

Smith-Graham recently worked as a consultant in Sierra Leone, helping set up their Wages and Compensation Commission. His work there created rules for fair public sector pay that Ghana might copy. He founded the International Institute for Productivity and Public Management to improve African governance. He chairs the University Council of the Assemblies of God Institute of Higher Learning. He sits on the Prime Insurance Board.

Smith-Graham previously served as Senior Vice President at Databank Financial Services Group and managed human resources at the Forestry Commission. He holds a Doctor of Business Administration degree. He is a Certified Management Consultant and Adjunct Professor. The government hopes his return will make public pay more fair.
