Harare Council Exposed as Zimbabwe's Worst Corrupt Body

Local Government Minister Daniel Garwe called Harare City Council the worst local authority after delivering an investigation report to President Mnangagwa yesterday. The commission found widespread corruption and failed services throughout the capital. Bulawayo City Council ranks second for poor performance according to the minister. Justice Maphios Cheda led the investigation team that examined governance problems during months of hearings. The President must decide whether other struggling councils need similar investigations.

Residents complained about terrible service delivery and suspected corruption for years before the inquiry began. The commission started work during May 2024 after growing anger from taxpayers across Harare. Citizens faced water shortages, broken roads, and unpaid bills from their local government. Justice Cheda said the investigation responded directly to complaints from frustrated residents. Officials discovered serious management failures and missing public money throughout the council operations.

Minister Garwe cannot release specific details because President Mnangagwa still reviews the final document. The report exposes major problems at Town House and recommends changes for better governance. Corruption and poor leadership damaged basic services that citizens depend on daily. The investigation covered resource theft and administrative breakdowns across city departments. Urban councils face mounting criticism as residents demand accountability from their local leaders.
