Harare Forced to Hand Council Land to Chiyangwa

Government officials told Harare City Council to pay Phillip Chiyangwa for lost property. Local Government Minister Daniel Garwe wrote to Mayor Jacob Mafume about the compensation order. The businessman through Pinnacle Holdings demands payment for land taken from him. Council must give Chiyangwa different property as compensation for the seized areas. Officials want to settle long-running disputes between the city and the wealthy property developer.

Mafume said council would follow the government directive. Pinnacle Holdings and the city signed previous agreements about Stone Ridge Properties. Legal battles between parties could force people from their homes if court decisions favor the company. Chiyangwa chose negotiation over forcing residents to move from disputed areas. The first round of talks between all parties failed to reach agreement.

Councillor Denford Ngadziore demanded proper procedures for any land transfers. The city cannot hand over property without evaluating its true value first. Officials must ensure replacement land equals what Chiyangwa lost during previous seizures. Constitutional rules require careful assessment before completing such major transactions. Council members refuse to approve deals that bypass standard legal processes.
