Headteacher charged for blocking PLE candidate

A court in Kabale has filed charges against a school administrator accused of blocking a student from taking national examinations after the pupil failed to provide additional money for tutoring services. Drake Kisheija, age 50, serves as head of Rwababa Primary School and faced a magistrate on Wednesday to answer allegations he violated education access laws by preventing Ahimbisibwe Ezekiel from completing mathematics testing.

Authorities took Kisheija into custody earlier in the week following reports that he barred the seventh-grade student from sitting for Primary Leaving Examinations. The incident stemmed from an unpaid balance of 70,000 shillings that officials described as coaching fees outside the Universal Primary Education framework. Prosecutors filed violations under sections 52(2) and 58(g) of the national education statutes.

The magistrate released Kisheija after granting his request for bail. Court officials scheduled the next hearing for December 16 when the case returns for procedural matters. The charges carry penalties for administrators who wrongfully restrict student participation in publicly funded elementary programs.
