Dr Believe Guta filed papers with Parliament demanding major changes to maintenance legislation that currently locks up fathers without proving they actually fathered children. The litigation expert wants DNA testing made mandatory before any criminal charges get filed against suspected dads. His July 8 petition targets Section 23 of the Maintenance Act which sends men straight to prison cells for missing payments.
