Justice Minister Norbert Mao asked the government on Wednesday to transfer oversight of the National Transitional Justice Bill from the Internal Affairs Ministry to his own ministry, in order to expedite the passage of the legislation. Mao told a regional working group meeting in Gulu City that his office could better advance the measure through approval and enactment if given direct responsibility.
The bill addresses reparations, institutional reforms and conflict prevention to advance healing and reconciliation across Uganda. Parliamentary representatives stated that the draft will be submitted to the attorney general and Cabinet after lawmakers complete consultations with the affected communities.
Pamela Angwech from Gulu Women Economic Development and Globalization said war survivors in northern Uganda need immediate psychosocial and economic assistance. The proposed law would establish legal structures for truth-telling, reparations and reconciliation once Parliament approves the measure.
