The Ministry of Industry plans to transform 258 acres at Shwedaung's No. 1 Textile Factory site into a comprehensive agro-based textile manufacturing center. Pyay Township in the Bago Region will host this industrial development project that requires private developer funding. Ministry officials completed the tender selection process and expect pilot operations to begin within the current year. Cotton farmers and textile manufacturers will gain direct economic advantages from the integrated production system. Regional economic growth will accelerate through this strategic manufacturing initiative.

Phase One establishes training schools, meeting facilities, product exhibition spaces, and research laboratories for the operational foundation. Phase Two adds chemical processing plants for paint removal, fabric dyeing, and textile printing operations. Phase Three completes the development with manufacturing plants, weaving facilities, storage warehouses, logistics coordination, management offices, emergency services, medical facilities, waste processing systems, trainee housing, and recreational amenities for workers.
