The ceremony, which included cadets from Tanzania, Somalia, the Central African Republic, and Mali, highlighted the growing role of Uganda's military in regional defense cooperation. Museveni urged the cadets to uphold the principles of patriotism, professionalism, discipline, and physical fitness, which he emphasized as foundational to the Uganda People’s Defence Forces (UPDF).

The President also reflected on the UPDF's revolutionary heritage, recalling significant military operations like the 1984 Salim Saleh track, and commended the forces for recent successes in countering criminal activity in the Rwenzori region. General Muhoozi Kainerugaba, Chief of Defence Forces, praised the enhanced training capacity of the UPDF and issued a warning to political candidates against disrupting electoral processes. The ceremony also recognized top-performing cadets and celebrated the institution's growing strength in fostering continental defense partnerships.
