Museveni Declares War on Poverty in Every Parish

President Museveni told local leaders to check every parish and count families who escaped poverty through the Parish Development Model program. He spoke to officials from Mpigi, Butambala and Gomba districts at Gombe Secondary School. The president wants real numbers instead of guesses about program success. Leaders must walk among their people and track actual progress on the ground. He called the effort a war for evidence rather than political campaigning.

Museveni compared the task to finding lost sheep mentioned throughout Biblical stories. Officials should leave their offices and learn people's names and struggles personally. The president warned against promising everything at once because development takes time and must follow priorities. He praised education growth since the 1980s when Uganda had only six advanced schools. Greater Mpigi region currently operates 27 government advanced level schools across three districts.

Local chairman Geoffrey Kiviiri reported that 65 percent of the region's 672,000 residents joined the money economy. The Parish Development Model delivered billions of shillings through 130 community savings groups during three years. All funds for the current financial year reached their destinations and started building businesses. Leaders worry about Emyooga program performance falling behind PDM results. Kiviiri urged people to invest money wisely and return loans for others to benefit.
