The program is called the Parish Development Model (PDM). It aims to help poor people.
The officials were arrested in January after a report. But police let them go on bond.
Museveni wrote on X (formerly Twitter) on Sunday. He told the police chief to cancel the bonds.
He wants the officials to face trial. He said anyone who doesn't prosecute "those thieves" will be in trouble.
In December, Museveni told police not to issue bonds in PDM theft cases. He said doing so would make crime worse.
But lawyers say the president can't ban police bonds. They are a right under Uganda's Constitution.
The Uganda Law Society spoke out against Museveni's order. Its president said poor people and activists are often targeted.
He said Uganda needs to focus on justice and rights, not more jail time. Police bonds and bail are legal rights, he said.
