Museveni Promises Tough Punishment for PDM Misuse

President Museveni asked people to tell on anyone who steals Parish Development Model money. This money helps poor people join the cash economy.

"I have heard of people stealing this PDM money. Why don't you report these thieves? Each parish is receiving Shs 100 million. That money is meant to rescue you from moneylenders," the President said.

He talked at a public meeting at Mwizi Secondary School in Rwampara East, Mbarara District. This meeting was part of his three-day trip checking on wealth creation programs in the Ankole area.

"That money is yours; protect it at all costs. Thieves who police officers give bonds will not be tolerated; those officers will be dealt with accordingly," he said.

The President explained how PDM loans differ from other loans. Moneylenders give you 1 million shillings but make you pay back 4.5 million after a year. With PDM, you borrow 1 million and pay back just 1.2 million after two years. Each parish gets 100 million shillings every year.

President Museveni warned people who waste PDM money on alcohol. "Those who take PDM money and use it for drinking alcohol, we shall imprison them for 12 months. They will work for the government in prison by planting maize and cotton, and the government will earn from their labor," he stated.

He discussed the difference between development and wealth. Roads, power, schools, and hospitals are developed, but each person must create wealth. "Development without wealth means you will have a good road but still find poor people living along it," he said.

He pushed his Four-Acre Model to make money—one acre for coffee, one for fruits like oranges and mangoes, one for grass for animals, and one for food crops.

The President mentioned problems with school fees. Some headteachers charge extra fees at free government schools. "Government schools are free; let the rich go to private schools, but leave learners in government schools to study for free."

He started Zonal Presidential Skilling Hubs for students who had left school. "We are rescuing those who have left school by putting them in skilling hubs. They get free education, food, accommodation, and other support services," he added.

The government has spent about 1.5 trillion shillings on PDM and Emyooga instead of building roads because they want poor people to earn money.

He told about Dr. Florence Muranga from Bushenyi who grows 53 tons of bananas per acre each year using irrigation. Most farmers only grow 5 tons.

Dr. Chris Baryomunsi, the ICT Minister and NRM Vice Chairperson for western Uganda, thanked the President for fighting poverty and changing Uganda's economy. He praised him for bringing peace and development.

"I take this opportunity to welcome you to Ankole and to thank you for your tireless drive for poverty alleviation. Ugandans are grateful for the peace and development you have fostered and for your renewed fight against poverty," Dr. Baryomunsi said.

Many important people came to the meeting, including Vice President Jessica Alupo and Deputy Speaker of Parliament Thomas Tayebwa.
