Police say someone planned to kill Kenya lawmaker Charles Were ahead of time. The gunman shot Were when his car stopped at a red light on Ngong Road around 7:30 PM Wednesday. People nearby saw the shooter ride up as a passenger on a motorcycle next to Were's car. He fired bullets through the passenger window before racing away on the motorcycle. The attack stands out because political killings rarely happen in Kenya.
