New budget caps state debt at 10 billion euros, pension hike set

Bulgaria just dropped a tweaked budget that caps new state borrowing at 10 billion euros instead of the original 10.5 billion, and the framework got posted right before midnight. The plan has a 3.2 million euro loan built in through the SAFE mechanism, plus they're bumping social security contributions to the pension fund by one percentage point starting in 2027 and then another point the year after that.

The minimum insurance threshold and salary stay locked at 620.20 euros for next year after finance ministry talks with business groups and unions happened, while the maximum insurance income ceiling got pushed up to 2,300 euros.
