NTSA rejects claims of lack of control over TIMS, affirms full ownership and security

Kenya's National Transport and Safety Authority rejected media allegations questioning its system oversight capabilities. Reports claimed the agency lacked complete authority over the Transport Integrated Management System that processes vehicle registrations and ownership transfers. NTSA issued a statement on July 23, 2025, confirming complete ownership and management of the platform. The authority holds full intellectual property rights for the system that serves as the central hub for all transportation services. Media scrutiny has increased regarding security and functionality of government digital platforms.

NTSA has invested substantially in information technology infrastructure improvements. Cybersecurity enhancements, server reliability upgrades, expanded storage capacity, and secure network environments form part of these investments. The agency implemented Zero Trust Network Architecture to ensure identity-based access and prevent unauthorized breaches. Integration with eCitizen platform enables single sign-on capabilities, payment processing, and revenue reporting functions. Advanced analytics tools help the authority analyze operational data for better decision-making and efficiency improvements.
