Uganda's prison system is now on its highest alert level ahead of the national elections. The commissioner general directed all units to intensify security and intelligence coordination from mid-December through mid-February. This Standby Class One order restricts staff leave, suspends the use of hired prisoner labor, and bans all visitations during several key dates around the holidays and the January vote.
