Reza admits ZACC is powerless as Zimbabwe whistleblowers are crushed

Zimbabwe Anti-Corruption Commission Chairman Michael Reza emphasized that arrests occur only when there is concrete evidence connecting suspects to criminal activities. The commission operates within strict legal boundaries and cannot pursue cases based solely on public allegations or sentiment. Reza addressed business community members in Victoria Falls to clarify misconceptions about the organization's effectiveness. He explained that ZACC investigates corruption, fraud, deception, and criminal abuse of office rather than violent crimes like murder or armed robbery. The chairman sought to dispel negative public perceptions surrounding the commission's performance.

Reza criticized reliance on the Corruption Perception Index as a measure of actual wrongdoing rather than public opinion. He stated that baseless arrests might satisfy public demands but would ultimately fail in court without supporting evidence. The commission waits for complainants and documentation before proceeding with cases against suspected individuals. Justice requires evidence-driven processes, despite the potential unpopularity of such measures with citizens who demand immediate action. ZACC maintains its commitment to due process over public pressure for dramatic gestures.

The commission actively engages government officials to strengthen anti-corruption legislation and protect whistleblowers from retaliation. A proposed Whistleblower Protection Bill has completed internal reviews and awaits parliamentary presentation through the Ministry of Justice. Reza highlighted the problem of witness intimidation, where employees face transfers, dismissals, or harassment after reporting misconduct. Government support provides ZACC with adequate resources for conducting thorough investigations. The chairman expressed confidence in the commission's operational capacity despite ongoing public criticism.
