Sudden Passing of Brigadier Oluka Rocks Uganda

Uganda Military Chief Mourns Top Intelligence Official.

Uganda's military leader, General Muhoozi Kainerugaba, paid tribute Thursday to Brigadier-General Charles Oluka, who died Tuesday evening. Oluka served as head of the Internal Security Organisation (ISO).

"I learned with shock and sadness about the passing of our longtime comrade," Gen. Muhoozi said. He praised Oluka as a humble, analytical officer who worked to protect Uganda.

Oluka collapsed during his evening prayers. Medical staff at Doctor's Hospital Sseguku pronounced him dead after he arrived at the facility.

Deputy Speaker Thomas Tayebwa led Parliament in honoring Oluka's memory. He noted the intelligence chief's recent life events, including his 2023 wedding and recent promotion. Tayebwa praised Oluka's work to change ISO's public image.

Oluka became ISO director in October 2020. Under his leadership, the agency made strides toward greater professionalism and rebuilt trust with citizens.

He leaves behind his wife, Harriet Akisa. The couple married last year at St Patrick's Catholic Church in Madera-Soroti. Officials plan to announce burial details soon.

"We have lost a great patriot who gave his best years serving our country," Gen. Muhoozi said. "His constructive input will be missed."
