He pointed at the tiny N$2 billion budget for land reform and agriculture as proof that these jobs are made-up fantasies. The Landless People's Movement leader doesn't believe Swapo can deliver what they promised. He did give a thumbs-up to revenue commissioner Sam Shivute, though. Swartbooi thinks Shivute actually collects money properly for the country.
