She watched operators like TTCL, YAS, Airtel, and Vodacom sign deals worth 19.7 billion shillings to bring mobile networks to 201 wards and 263 villages, which should reach about 2.8 million people. Kairuki promised to fix licensing headaches that have been slowing down rollouts.
