Tinubu labels all armed groups as terrorists, with no exceptions

President Tinubu has declared all armed groups operating without state authority as terrorists. This new doctrine includes bandits, Fulani militias, violent cults, and foreign mercenaries. He announced the policy while presenting next year's national budget to lawmakers.

The strategy represents a complete redesign of the country's security framework. It focuses on unified command structures and coordinated intelligence operations. The President stated this move addresses direct threats to national survival and public anxiety.

The policy also covers armed groups pursuing political, ethnic, or financial goals through violence. The budget allocates the largest portion of funds to defense and security. This announcement follows recent threats by teacher unions to strike over rampant kidnappings and unsafe conditions.
