U.S. Rep. Meeks warns Mnangagwa's term move risks democracy

United States Representative Gregory Meeks warned that attempts to prolong Emmerson Mnangagwa's presidency could damage Zimbabwe's democratic institutions. The House Committee member responsible for foreign policy oversight stated that the Zimbabwean leader had previously pledged to honor constitutional term restrictions. Zanu PF accelerated plans to delay the 2028 national vote until 2030 amid intensifying factional battles within the governing party. Vice President Constantino Chiwenga is competing with Kudakwashe Tagwirei for succession as Mnangagwa approaches the end of his tenure.

The party conference in 2024 approved a resolution to amend the constitution the extend it. Officials must amend Section 91, which establishes presidential term caps, and Section 328, which prevents sitting leaders from benefiting from such changes. Mnangagwa told journalists at State House last year that he would discourage supporters who promoted his continued rule. The party seeks methods to amend these provisions without conducting a national referendum.
