The plan will also help people who work for the government. Many teachers and other workers find it hard to live near their jobs because they cannot find good houses they can afford, which makes it hard for them to do their jobs well.
A man named Waggwa Nsibirwa runs a group that helps build homes for people. He thinks everyone should have a nice place to live. He said people sleep better and work better when they have good homes. His group helps people borrow money to buy houses by working with banks and water companies.
A government official named Sowed Ssewagudde wants to improve things even more. He says they need fourteen billion shillings to teach children how to swim and buy special boats to help people. They already have some money but need more to finish all their plans.
