UPDF races to fill ranks after Rwenzori attacks

Military authorities plan to enlist 600 community defense members across six western districts between Nov. 10 and Nov. 15 as part of expanded security operations near the border with Congo. Defense spokesman Maj. Gen. Felix Kulayigye announced on Nov. 4, 2025, that Kabarole, Kamwenge, Bunyangabo, Kasese, Bundibugyo, and Ntoroko will each supply 100 recruits for the Local Defence Personnel program. The initiative follows recent clashes where armed groups attacked government installations in the Rwenzori area.

Candidates must be Ugandan nationals between the ages of 18 and 25 who hold valid identity documents and have completed at least secondary school through fourth year. Residents of participating districts need endorsement letters from three levels of local council leadership, plus intelligence officers, and must submit education certificates with their applications. Army officials warned that falsified paperwork will result in criminal charges. Those accepted will complete health screenings and fitness assessments before transfer to training facilities.

The military described the expansion as strengthening neighborhood vigilance and rapid reaction capabilities in border zones. Kulayigye said the transparent selection process offers youth chances to serve national security interests while upholding professional standards.
