When programming or sequencing drums using FL Studio's piano roll is it necessary that drum samples should always be playing from note C5?
 
Meaning what?

You can keep things like kick drums, snare drums, hi-hats, cymbals, toms, shakers, percussion e.t.c. playing on C5 which is middle C in FL Studio by default.

But when you are using drum samples for melodic purposes e.g. as a bassline then you would want to tune 808 kicks so that they don't sound out of pitch with the rest of the music.
 
But don't other trap music producers sort of like pitch down hi-hat patterns in FL Studio?

Yes, but that's more like a creative approach which is fine for hi-hats and other stuff although tuning all drum samples will definitely make everything sound cohesive with the music altogether.

It's all a matter of choice and if it sounds good, it sounds good. There no need to follow rules all the time.
