That litterbug from the viral video finally paid up. The City of Cape Town confirmed the driver caught on camera throwing trash from his car came forward on his own. After a public appeal to identify him, the motorist voluntarily paid the five hundred rand fine for breaking the Integrated Waste Management By Law. City law enforcement spokesperson Wayne Dyason noted the incident gained attention when another driver confronted the man and threw the litter back into his vehicle.
