Zimbabwe will grant property titles to residents who received government-built homes after cabinet ministers approved a payment framework on Tuesday. Information Minister Jenfan Muswere said families in the Garikai/Hlalani Kuhle housing program must cover the full development costs under the User Pays Principle. Costs include land value, infrastructure installation and related charges for units constructed on private indigenous holdings and state parcels.
Officials will broker agreements between property owners and home recipients to arrange installment purchases over negotiated timeframes. Muswere noted the titles will increase asset worth for program participants who settle their accounts.
