Rwandan President Kagame talked to other African leaders about fixing problems in eastern DR Congo. He wants people to tell the truth and take care of their problems instead of blaming others.
Fighting has started again between two groups in eastern DR Congo. One group, M23, has taken control of important places, including a big city named Goma. They also captured an airport near another city called Bukavu.
President Kagame thinks one big problem makes it hard to bring peace. People keep saying their troubles come from outside instead of looking at what's wrong inside their country. He feels upset because some people act like a dangerous group called FDLR doesn't exist in DR Congo. This group did terrible things in Rwanda in 1994, killing more than one million people in just three months.
The FDLR ran away to DR Congo after hurting many people in Rwanda. They still want to cause trouble for Rwanda from there. President Kagame said he won't let anyone pretend this group isn't real because it's part of Rwanda's painful history. He said Rwanda has the right to protect its people without asking anyone for permission.
He wants the DR Congo government to fix its problems. He said Rwanda can't solve DR Congo's troubles because DR Congo is a very big country. He thinks the fighting there comes from different groups of people not getting along.
President Kagame shared these thoughts at a special meeting in Ethiopia on February 14. The DR Congo government says Rwanda helps the M23 fighters, but Rwanda says this isn't true. Rwanda says DR Congo helps the FDLR group that wants to hurt Rwanda, and the leader of DR Congo has said this out loud.
