NTSA to deploy 1,000 speed cameras in Sh42bn PPP deal

Instant digital fines are about to hit drivers nationwide, and the era of sweet-talking traffic cops is basically on life support.

Nationwide camera crackdown
  • The National Transport and Safety Authority is rolling out 1000 speed cameras.
  • Under a Sh42 billion PPP, NTSA teamed up with KCB Bank Kenya Limited and Pesa Print Limited.
  • Seven hundred fixed cameras will watch highways and high-risk stretches.
  • Three hundred mobile units will roam for targeted spot checks.
Real-time fines and digital tracking
  • Violations will ping a National Command and Control Centre instantly.
  • Offenders receive alerts through SMS and mobile platforms.
  • Payments move through mobile money, USSD, and banking channels.
  • Drivers can check records via a Mobile Driving Licence wallet.
Rising deaths drive tougher stance
  • NTSA data shows fatalities jumped from 3875 in 2019.
  • By 2024, deaths had climbed past 5100.
  • Crashes drain about Sh450 billion each year.
  • That loss equals roughly five percent of GDP.
Speeding penalties spelled out
  • Motorists exceeding limits by 6 to 10 kph pay Sh500.
  • Drivers hitting 11 to 15 kph over face Sh3000.
  • Going 16 to 20 kph above costs Sh10000.
  • The same fines apply in 50 kph or lower zones.
PSV and rider discipline push
  • Public service vehicle drivers without a qualification get a Sh5000 fine.
  • Owners hiring unlicensed crews are hit with Sh10000 penalties.
  • Carrying extra pillion passengers brings a Sh1000 charge.
  • Conductors skipping badges or uniforms owe Sh2000.
Court relief and long-term shift
  • Instant fines under the Traffic Minor Offences Rules 2016 cut court traffic.
  • Merit and demerit points will track repeat offenders.
  • Pesa Print handles connectivity and system upkeep.
  • After 21 years, the infrastructure transfers back to NTSA.
