Ntungamo district suspended its top human resources officer for the second time this year after prosecutors accused her of illegally adding health workers to the government payroll. Chief Administrative Officer Fidelis Kiiza ordered Jennifer Muhirwe to surrender her position by October 27, following a police investigation into the unauthorized reinstatement of six medical staff members who had abandoned their posts for more than a decade.
Authorities claim Muhirwe exploited a salary increase for scientists to return the workers to active duty without proper authorization. The suspended officer controls documents that investigators need to complete their inquiry, creating a conflict that prompted her removal from office.
