NVIDIA H20 chip exports to China resume after rare earth trade deal, US officials confirm

Commerce Secretary Howard Lutnick disclosed that the recent approval of NVIDIA H20 AI accelerator exports to China formed part of broader trade negotiations involving rare earth materials. The Trump administration strategically used these semiconductor products as bargaining chips to secure access to critical minerals from Beijing. Officials aim to create dependency among Chinese developers on American technology platforms through expanded chip availability.

The Biden administration had previously permitted these sales before the Trump team suspended them temporarily. Lutnick explained that the current deal represents a calculated exchange where AI processors were traded for rare earth access agreements. China's Ministry of Commerce welcomed the policy reversal while expressing hopes that Washington would abandon competitive approaches to trade relations.

NVIDIA faces logistical challenges as it prepares market reentry. Manufacturing partners like TSMC must reconfigure production capabilities to meet H20 demand levels. The company remains uncertain whether future advanced processor sales will receive similar approval from American regulators.
