Raila Tears Into MPs Over NG CDF Cash

Raila Odinga said no to changing laws for the NG-CDF fund. He spoke at a funeral in Thika against plans to change rules about money control. Parliament wants power over this cash that should help poor areas. The High Court has already ruled that this fund breaks the law.

MPs refuse to pass a bill giving counties their money unless they keep control of the fund. The law says counties should receive 15 percent of the national money. This battle stops road repairs as the treasury holds onto billions. Raila believes county governments should handle local projects without national interference.

He asks why national leaders build markets or houses when county teams can do this work. If they had full control, counties could use 35 percent of revenue instead of just 15 percent. Raila thinks the current system makes it hard to blame governors for problems they cannot fix. Most roads belong to national agencies like Kura or KeRRA rather than county governments.
