Sakaja reshuffles top team, creates new borough system

Nairobi's municipal administration has executed a wide-ranging leadership reorganization affecting multiple department heads, with Environment Chief Officer Geoffrey Mosiria reassigned to oversee citizen engagement operations. Governor Johnson Sakaja announced the immediate transfers under statutory authority, moving Acting County Secretary Godfrey Akumali from business development to housing while repositioning several other senior officials across portfolios.

Mosiria, known for broadcasting enforcement actions on social platforms, shifts away from environmental oversight as Hibram Otieno assumes that position. The reshuffle also places Sande Oyolo in medical facilities management and Wilson Gakuya at the helm of digital economy initiatives. Media personality Clement Rapudo exits cultural affairs to lead smart city programs, with Zipporah Mwangi taking over tourism and arts responsibilities.

Concurrent with personnel changes, the county introduced six administrative zones called Boroughs, each managed by designated officials responsible for service delivery across Western, Northern, Southern, Eastern, South Eastern, and Central districts of the capital.
