Tatmadaw forces have resumed counter-terrorism operations to protect civilians and stabilize Hsipaw in northern Shan State. After regaining full control, they began restoring government services, schools, and healthcare. Personnel from Tatmadaw, the police, fire services, other departments, and local residents joined a cleanup at No. 7 Basic Education High School to prepare for its reopening.
Enrollment started on 21 October at No. 1 Basic Education High School. On the latest day, 436 more students enrolled, raising the total to 1,155. The Ministry of Education gave them textbooks, stationery, and learning supplies at no cost. Returning residents received support, and a temporary office opened at Konedaw Buddhism Learning Centre to handle household registration and issue citizenship scrutiny cards.
Hsipaw Township Hospital, damaged earlier by armed groups, reopened. Medical staff treated 42 outpatients—16 men and 26 women—for fever and common illnesses. Health teams also run disease prevention programs, maternal and child care, school health services, and vaccinations for 350 children under 15. Demining units clear explosives near public areas while security forces maintain order to support safe daily life and long-term recovery.
